AN OPEN LETTER TO THE HONOURABLE MINISTER OF FCT

Dear Honorable Minister,

I am writing to you on behalf of the LEA Teachers in FCT to express our sincere gratitude for your intervention in addressing the long-standing issues of arrears owed to primary school teachers in the FCT. Your decision to fulfill the promise of assisting the Area Council Chairmen in paying 40% NMW arrears has not gone unnoticed, and we greatly appreciate your commitment to supporting the welfare of civil servants (including teachers) in the FCT.

We are particularly pleased with your inclusive leadership style, as demonstrated by your efforts in ensuring that all groups are carried along in your administration’s welfare initiatives. It is heartening to note that you have not forgotten the primary school teachers under the LEA in FCT, who were unfortunately left out of previous distributions of 50kg bag of rice.

In light of the upcoming distribution of 25kg rice to staff of FCTA, we humbly appeal to you to extend your kind gesture and magnanimity by including the primary school teachers in FCT in this distribution across the 6 Area Councils. Your continued support would not only alleviate the challenges faced by these hardworking educators but also serve as a testament to your dedication to ensuring the well-being of all workers under your purview as the Honourable Minister of FCT.

Permit me to also use this medium to suffice you with the summary of the payment of 2019 NMW arrears as received so far by LEA Teachers in the 6 Area Councils of FCT who are entitled to it, as well as other challenges being faced by the primary school teachers;

SUMMARY OF 2019 NMW ARREARS PAYMENT BY THE SIX AREA COUNCILS OF FCT AS AT JULY 5TH, 2024.

1. AMAC – 13 months out of 26
2. Abaji – 13 months out of 25
3. Gwagwalada – 11 months out of 25
4. Kwali – 10 months out of 26
5. Kuje – 12½ months out of 26
6. Bwari – 18/19 months out of 25

OTHER OUTSTANDING ENTITLEMENTS AND ARREARS OWED LEA TEACHERS IN FCT

1. 40% Peculiar allowance implementation and arrears.
2. 35K wage award
3. Many years promotion arrears varying across the 6 Area Councils.
4. Non upgrading of Teachers employed in some Area Councils since 2018.
5. Implementation and arrears of annual increments.
6. Deductions from teachers salary for non existing FCT Health Insurance Scheme (FHIS) in Kuje Area Council.
7. Irregular salary payments for officers of same level in some Area Councils.

NEW EMERGING CHALLENGES
1. Implementation of 25% and 35% salary increase for Civil servants on Consolidated Public Service Salary Structure (CONPSS) which the Primary School Teachers fall under, as announced by the FG on May 1st, 2024.
2. Unnecessary delay in payment of monthly salaries.

We remain optimistic that with your leadership and compassionate spirit, the FCT will witness even greater progress and prosperity. May God Almighty bless you and your administration abundantly beyond all expectations.
