Works Ministry Launches PMS Day, Tasks Staff On FCSSIP

Nigeria’s Ministry of Works has urged its staff to step up performance, noting that they were being accessed in line with the Performance Management System (PMS) component of the Federal Civil Service Strategy Implementation Plan (FCSSIP) developed by the Office of the Head of the Civil Service of the Federation (OHCSF).

The Permanent Secretary, PS, in the ministry, Yakubu Kofarmata, disclosed this during the launch of the Weekly PMS Day at the ministry’s headquarters in Abuja on Thursday.

He noted that all departments or units would be assessed, rated, and rewarded accordingly based on the outcome from time to time, adding that the exercise was in sync with President Bola Ahmed Tinubu’s Renewed Hope agenda.

Recall that the Office of the Head of the Civil Service as part of its efforts to reinvigorate the service developed the Federal Civil Service Strategy Implementation Plan FCSSIP 2017- 2020 and its successor plan FCSSIP 2021-2025.

“The Plan consists of 6 major pillars which Performance Management System is included. Today’s event marks an important step in our Ministry’s commitment in the implementation of FCSSIP2021-2025, for the enhancement of performance, transparency, and accountability in governance for an improved service delivery,” the PS explained.

Speaking further, he said, “Thursday of every week had been designated as PMS Day service wide where employees’ performance would be reviewed, assessed, and improved in executing the ministry’s ongoing tasks and projects.

“This initiative is designed to ensure that we remain aligned with our goals, monitor our progress, and address any challenges promptly, thereby ensuring an improved performance.

“Performance management is a systematic process that enables organizations to achieve their strategic objectives by aligning individual and team performance with organisational goals.

“It is a continuous cycle of planning, monitoring, evaluating, and improving employee performance to drive business success.”

He outlined the tasks of the PMS to include but not limited to goal Setting, performance monitoring, evaluation, development Planning.

According the PS, the country stands to benefit improved productivity, enhanced employee engagement, talent retention, and better decision-making.

Kofarmata said the ministry had developed the appropriate standard operating procedure (SOPs) for all departments.

“Permanent contract has been signed between the Permanent Secretary and Directors/Heads of Units as well as uploaded the Performance Contracts of all Staff in the Headquarters.

“Presently, the total number on the ministry’s dash board stands at 962 members of staff, with 822 having their performance contract signed and the number of staff that has assigned supervisors stood at 457.

“Appraisal had already commenced and still ongoing. I encourage all of us to fully queue in the process with dedication. Let this day be a consistently shared responsibility to deliver quality and excellence service to drive the ministry’s vision and mission,” he noted.

Delivering his welcome address earlier, the director, Human Resources, Aliyu Abdullahi, urged all directors to assess their staff credibly, corroborating the position of the PS that the department with the highest level of performance would be rewarded by the ministry.

The high point was when the PS officially inaugurated the PMS Day team while they were standing.
