Aig-Imoukhuede, OPTS, OHCSF Partner to Boost Civil Service Skills

The Aig-Imoukhuede Foundation has renewed its partnership with the Office of the Head of the Civil Service of the Federation (OHCSF) and the Oil Producers Trade Section (OPTS) to strengthen policy-making skills among Nigeria’s civil service leaders.

The collaboration was marked by the launch of the second edition of the Federal Civil Service Directors’ Training Programme in Abuja, attended by senior government officials, private sector leaders, and development partners.

Delivered by Pan-Atlantic University, the programme is designed to equip directors with advanced skills to lead a more effective, citizen-focused government.

Building on the 2024 edition, which centred on leadership, project management, and communication, this year’s programme focuses on effective policy writing and review—an area seen as critical to driving governance outcomes.

Civil Service Directors, often described as the “architects of policy”, will be trained to design, evaluate, and review policies that are evidence-based, practical, and impactful.

Chioma Njoku, Director of Programmes at the Foundation, stressed the importance of the initiative.

“Directors are the architects of policy within the Civil Service. When they have the tools to develop clear, evidence-based, and people-focused policies, the results are seen in better governance, more efficient service delivery, and tangible improvements in citizens’ lives,” she said.

The programme will use case studies and practical techniques to demonstrate how better policy skills can translate into real-world outcomes, such as streamlined regulations that support businesses or health policies that ensure clinics receive supplies on time.

Private sector leaders also highlighted the significance of the initiative. Mrs Eluemuno Olumagin, Vice Chairperson of the OPTS HR Subcommittee, described a strong civil service as the backbone of national prosperity.

“For us in the private sector, this isn’t just a government matter; it directly affects the environment in which we operate, invest, and create jobs. By funding and partnering on this programme, we are investing in capable public leaders whose strategic decisions can unlock growth and improve life for millions of Nigerians,” she said.

By strengthening the capacity of senior officials, organisers say the programme will help close the gap between government intentions and citizens’ daily realities, building a civil service that is more accountable, responsive, and results-driven.
