Lagos Speaker Urges Council Chairmen To Deliver Dividends Of Democracy

The Lagos State House of Assembly has urged newly elected chairmen of the 20 local governments and 37 local council development areas to deliver dividends of democracy.

Speaker Mudashiru Obasa made the call on Thursday while addressing chairmen, vice chairmen, council leaders and majority leaders at a summit organised by the House.

He explained that the meeting was to avoid past mistakes, when many council officials lacked clear knowledge of their responsibilities.

Mr Obasa advised the chairmen to generate impactful initiatives for the benefit of their communities.

He said: “We exist for artisans, traders, market men and women. Constantly engage your people to understand their needs and they will support you.”

The speaker urged them to innovate, citing examples like maternity centres for mothers, malaria support schemes, and environmental beautification projects.

He said: “We have a book containing all laws guiding local governments. Study it carefully. What we require from you is not money, but performance.”

Mr Obasa stressed that the existence of councils depended on the assembly, which had enacted several laws empowering councillors, auditors, and electoral processes.

“The House is ready to work with you. We believe we are one family, so cooperation and open dialogue are essential,” he said.

He cautioned against neglecting the electorate, blaming dwindling voter numbers partly on underperformance by local government officials.

“Don’t just spend eight years in office without results. Serve the people sincerely, not just for money, and life after office will be easier,” he said.

Mr Obasa noted that councillors were partners, not subordinates, and should be accorded respect. He emphasised mutual respect between chairmen and councillors.

He highlighted the roles of the governor, assembly and judiciary, stressing that effective governance required collaboration across all arms.

“If the system is maintained, our achievements will be significant. As chairmen, you must work differently from when you were vice chairmen,” he said.

He advised councillors to support their chairmen and resolve disputes privately. Vice chairmen were also urged to cooperate rather than undermine their leaders.

The speaker encouraged leaders to engage constantly with residents through community development areas and committees, stressing the need to boost voter turnout.

He reminded them to reward party loyalists and campaigners, saying that consistent support for residents would guarantee loyalty during elections.

Mr Obasa recalled that the tenure of council chairmen was extended from three to four years to strengthen local administration.

He said the assembly would organise seminars for councillors to improve their understanding of governance and responsibilities.

Responding, the chairman of Conference 57, Sesan Olowa, pledged cooperation with stakeholders and councillors to entrench grassroots development.

Mr Olowa, who also chairs Ibeju-Lekki Local Government, assured continuous efforts towards council development and reaffirmed his commitment to serving residents diligently.
