The ECOWAS Parliament will on Monday, 15 June 2026 convene a 5-day delocalized meeting of its Joint Committee on Energy and Mines Infrastructure | Agriculture, Environment and Natural Resources in Dakar, Senegal, from 15 – 19 June 2026, to address regional energy policy and rural electricity access.
“The ECOWAS Parliament will Monday, June 15, 2026 convened a 5-day delocalized meeting of its Joint Committee on Energy and Mines | Infrastructure | Agriculture, Environment and Natural Resources in Dakar, Senegal, from 15 – 19 June 2026, to address regional energy policy and rural electricity access,” according to the meeting programme.
The opening ceremony will open on Monday, 15 June, with the ECOWAS Anthem, National Anthem of Senegal, and a minute of silent prayer. Dignitaries expected include Hon. Guy Marius SAGNA, Leader of the Senegalese Delegation, and Hon. Fanta CONTE, Co-Chair of the Joint Committee.
“In his welcome address, Hon. Guy Marius SAGNA welcomed parliamentarians and stakeholders to Dakar. Hon. Fanta CONTE, Co-Chair of the Joint Committee, also delivered remarks to open deliberations,” the agenda stated.
A key item on the agenda is the Decentralized Renewable Energy Initiative: Regional Off-Grid Electricity Access Project (ROGEAP). Lawmakers will also examine “Financing Renewable Energy in Rural Areas: Challenges and Opportunities” and “Innovative High-Impact Financing Models in the Renewable Energy Sector: What Strategic choices in the Context of the Energy Crisis: Case Study: Senegal.”
Panel discussions are scheduled on “Unlocking Rural Economic Transformation through Renewable Energy” and “Mobilizing Investment for Rural Electrification in ECOWAS.”
Goodwill messages will be delivered by representatives of the ECOWAS Commission, the Minister of Energy, Petroleum and Mines, H.E. Dr. El Hadji Abdourahmane DIOUF, the Minister of African Integration, Foreign Affairs and Senegalese Abroad, H.E. Mr. Cheikh NIANG, and the Speaker of the National Assembly of Senegal, H.E. Ousmane SONKO.
“Opening the session, Hon. Billay G. TUNKARA, Fourth Deputy Speaker of the ECOWAS Parliament, represented the Rt. Hon. Speaker,” the programme noted. The ceremony will conclude with a group photograph and an exhibition of renewable energy solutions.
Other activities lined up for the week include a site visit and town hall meeting, as well as the “Consideration and Adoption of the Report of the Joint Committee Meeting” before the closing on 19 June.
“The delocalized meeting forms part of the Sixth Legislature’s efforts to bring parliamentary oversight closer to the people and find practical solutions to energy poverty in West Africa,” the statement said.
