China Emphasises People-Centric Governance, Safety, and Unity Amidst Challenges

A Communique from the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, has urged for public safety, managing risks, and fostering national unity.

Officials stressed the imperative of serving the people diligently – urging authorities to enhance services, tackle pressing difficulties head-on, and swiftly resolve problems that matter most to the populace. This people-centric approach reflects a broader commitment to responsive governance where the needs and welfare of citizens take center stage.

A key focus area highlighted was post-disaster recovery and reconstruction – emphasizing thoughtful arrangements for disaster victims to secure basic necessities, warm winter shelter, and overall wellbeing. Ensuring that affected communities receive adequate support during vulnerable times is vital for social stability and rebuilding trust.

Ensuring workplace safety and safeguarding stability emerged as paramount mandates. Leaders demanded strict fulfillment of workplace safety responsibilities, rigorous implementation of oversight systems, and unwavering resolve to prevent and mitigate major accidents. This drive aligns with broader efforts to minimize risks, protect workers, and avert calamities that could disrupt societal harmony or economic activities.

Additionally, authorities vowed to strengthen food and drug safety supervision across entire supply chains – intensifying measures to guarantee consumer safety. Robust regulation and monitoring are crucial in preventing hazards, building public confidence, and upholding health standards.

In maintaining order, officials pledged a holistic approach to law and order – cracking down legally on illegal and criminal activities, proactively resolving disputes and conflicts, and guiding public opinion effectively. By tackling injustices, addressing grievances swiftly, and curbing unlawful acts, authorities aim to foster a secure, predictable, and just environment conducive to development.

Special emphasis was placed on ideological risk management – working vigilantly to defuse risks in sensitive domains. Managing narratives, countering harmful influences, and promoting constructive discourse are integral to maintaining social cohesion and steering national conversations positively.

Significant personnel moves were also announced. Zhang Shengmin was added as Vice Chairman of the Central Military Commission, signaling important leadership adjustments. Moreover, alternate members – including Yu Huiwen, Ma Hancheng, Wang Jian, Wang Xi, Wang Yonghong, Wang Tingkai, Wang Xinwei, Wei Tao, Deng Yiwu, Deng Xiuming, and Lu Hong – were appointed to fill vacancies on the Central Committee, ensuring organizational continuity.

The session deliberated and adopted critical reports – including the Central Commission for Discipline Inspection’s findings on grave violations by officials like Tang Renjian, Jin Xiangjun, Li Shisong, Yang Fasen, and Zhu Zhisong. Similarly, the Central Military Commission’s inspection report on violations involving individuals like He Weidong, Miao Hua, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning, and Zhang Fengzhong was adopted. Confirming earlier decisions, these individuals were expelled from the Party – underscoring zero-tolerance stances against misconduct and breaches of integrity.

In a powerful rallying call, leaders urged the entire Party, military, and Chinese people to unite tightly around the Party Central Committee – with Comrade Xi Jinping at its core. The clarion call was to work tirelessly toward socialist modernization, advancing Chinese modernization, and persistently pushing forward national rejuvenation – breaking new ground across all fronts. This unity-driven, forward-looking vision seeks to galvanize collective energies toward ambitious developmental goals and greater national progress.

This communiqué, contributed by China’s Ministry of Foreign Affairs and reported by Global South Focus, underscores China’s steadfast commitment to people-centric governance, integrity-driven leadership, stability, and collective progress. Through coherent policies, decisive actions, and inclusive engagement, China continues navigating complex challenges while charting pathways toward sustainable development, harmony, and rejuvenation.
