Commissioners and Permanent Secretaries have been charged to adhere to the public procurement regulations.
Governor Kefas Agbu gave the charge while declaring open a two day sensitization workshop organised by the Taraba state Bureau of Public Procurement in conjunction with Damiti Consultanting limited, for New Commissioners and Permanent Secretaries held at the Shield Hotel, Jalingo.
The Governor represented by the Head of Service, Mrs. Suzy Jemimau Nathan said that the Workshop is timely considering the task before them.
“I urge you to listen carefully to the resource persons and aquire knowledge so as perform well in your various Ministries.
In his remarks, the Director General, Bureau of Public Procurement, Elder Shamaki Assemboh appreciated Governor Agbu Kefas for his magnanimity to the Bureau of Public Procurement and seeing the importance of the sensitization workshop of key players in the governance of the state, hence making the Workshop possible.
“There is no doubt that the Governor’s finger strategic plan cannot be achieved successfully without robust procurement process.
“We must as Chief executive officers of our MDA’s form synergy with the Bureau of Public Procurement and set due diligence in the front burner of our MDA’s in order to achieve value for resources committed in our hands.
He disclose that Public Procurement is not buying and selling, but all about the process of obtaining goods, works and service in a transparent, accountable and competitive manner in order to achieve value for money.
“So also is the process of disposal of government properties in order to achieve value for the properties, this makes good public procurement the bed rock of good governance.
He assured participants that Governor Agbu Kefas is Due Process compliance and can sacrifice his sleep for it.
“He is the driver of the ship of the state, we must be committed to follow his steps and as a team, in order to achieve the set goals of the Governor Agbu Kefas five fingers strategic agenda set before us – he said.
Delivering his paper tilted: Application and Implication of Public Procurement process, the lead consultant, Engr. Ayorinde Dola – Johnson said that, for good Procurement Practice, Commissioners and Permanent Secretaries should work together to ensure the importance of the practice and yearnings of the people.
He pointed out that all types of Contracts shall be through open Biding.
“Always tell people who Bid but didn’t win, the reasons why they didn’t win to avoid legal tussle.
“All Procurement must be transparent. Creat a level field by discussing relevant information to all biders – he said.
He urge the Bureau of Public Procurement to work base on standard of Biding documents.
He advised participants to always seek advice from the Bureau and must be able to resolve issues.
He further advise participants to always know the Contractors that can or cannot perform, adding that Procurement is not only just purchasing and supply, but that the rules must be followed.
“Laws and regulations must be followed in purchasing Government things. Documentation is also very important when it comes to procurement. Make sure that you keep documents intact to avoid being landed in trouble.
“You must advertise your Biding in two National Dailies, one local Newspaper and in anywhere that tendered documents can be accessed. The advert should run for Six weeks and should be in English language and all in writing.
“Bids must be in sealed envelope and a receipt issue to the owner and should not be acceptable after the expiration date and time – he added.
There were Twenty Commissioners out of Twenty Two, Thirty Seven Permanent Secretaries and the Head of Service in attendance.
