Gov. Fintiri Signs Law Establishing Official Adamawa Seal

Gov. Ahmadu Fintiri of Adamawa has signed into law a new bill establishing and regulating the official seal of the State.

The development was announced in a statement issued on Thursday, in Yola, by the governor’s chief press secretary, Humwashi Wonosikou.

The new law is cited as “A Bill For A Law To Create the Seal of Adamawa and Regulate Its Use, 2025”.

“It provides for the creation, recognition, and protection of the seal as the official emblem of the Government of Adamawa State.

Mr Fintiri said the seal, now formally recognised as the official emblem of the Government of Adamawa, would serve as a unifying symbol of the State’s authority, heritage, and aspirations.

“This law reinforces our commitment to good governance, order, and respect for our cultural values.

“It is not just a seal, but a statement of identity, dignity, and responsibility for all who serve under it,” Mr Fintiri stated.

He said the seal would be reserved strictly for official purposes, while limited use may be authorised for commemorative, historical, or educational reasons by designated authorities.

“The Law provides that individuals or corporate bodies seeking approval to use the seal must apply through the designated authority.

“Approvals, if granted, will be time-bound and clearly specified,” he noted.

The governor further said the law prohibits the unauthorised use of the seal in political campaigns, commercial advertisements, or any context capable of bringing the government into disrepute.

“The unauthorised imitation, reproduction, or distribution of the seal is forbidden, and offenders will face legal consequences,” the governor warned.

He said the legislation prescribes penalties for misuse, including a fine of ₦250,000 or two years’ imprisonment, or both, for individuals; and ₦1million for corporate bodies, in addition to possible further sanctions.

Highlighting its significance, Mr Fintiri explained that the seal embodies Adamawa’s history, culture, and economy, represented by symbols such as:

“Kakaki, ( power, authority, and royalty) Spear, (our warrior heritage and past victories), Horse (royalty, courage, strength, and deep tradition), 21 Stars (all 21 Local Government Areas of Adamawa State).

“Lion (chiefdoms, strength, and leadership), Book and Academic Hat (Intellectual capacity and educational pursuit), Cattle and Crops (agricultural strength and food security).

“Fisherman (economic and social contributions of riverine communities), amongst others.

“The law empowers an approving authority, subject to oversight by the House of Assembly, to make regulations to prevent abuse, imitation, or misleading use of the seal or in commercial activities,” he stated.

Mr Fintiri said the new emblem captures Adamawa’s story of courage, intellect, resources, and unity, stressing that it must be treated with the reverence it deserves.

“The seal belongs to every citizen of Adamawa. It embodies our values, history, and aspirations as a people,” he added.
