The appointment of Prof Offiong as the 12th Vice Chancellor was approved by the Governing Council of the University of Calabar during its meeting on Tuesday, October 30, 2025.

Speaking shortly after receiving his formal presentation letter, Prof Offiong expressed appreciation to the Pro Chancellor and members of the Governing Council for the confidence reposed in him. He commended the maturity, transparency and decorum exhibited throughout the selection process, describing the outcome as a collective victory for the university.

He assured the Council of his loyalty and readiness to work harmoniously with all stakeholders to move the institution to greater heights.

Prof Offiong also paid glowing tribute to the outgoing Vice Chancellor, Prof Florence Obi, acknowledging her contributions to the university. He pledged to maintain a cordial working relationship with her, stating that her experience and guidance would remain valuable to his administration.

At the 172nd Governing Council meeting, the Pro Chancellor and Chairman of the 14th Governing Council, DIG Udom Ekpoudom Udom (rtd), announced that the appointment will run for a single tenure of five years, effective December 1, 2025.

DIG Udom described the selection process as peaceful and credible, despite initial distractions from external forces he referred to as enemies of the institution. He expressed gratitude to God for the successful outcome, and to President Bola Ahmed Tinubu for assembling a dedicated Governing Council that prioritised merit and due process.

He further acknowledged the support of Cross River State Governor, Senator Bassey Edet Otu, whose intervention and commitment to security contributed significantly to the peaceful conduct of the exercise.

The Pro Chancellor also commended members of the university community for their maturity throughout the process, noting that their conduct demonstrated a genuine desire for the continued progress of the institution.
