I read Distinguished Senator Ahmed Aliyu Wadada’s statement regarding the creation of a Ministry for special needs. He said, and I quote, “If elected, I will create a Ministry for People with Special Needs” This is indeed a bold and commendable declaration. This statement reflects Senator Wadada’s genuine concern and recognition of persons with disabilities in Nasarawa State. Creating a Ministry is not just a structural change; it is a strong message that disability matters deserve priority, visibility, and executive representation at the highest level of government.
I also read some individuals’ comments on Facebook arguing that we already have the Nasarawa State Disability Rights Commission. It is essential to clarify the difference. The Commission currently operates under the Ministry of Women Affairs and Social Development. It does not function as a fully independent Ministry with direct cabinet representation or full budgetary authority. However, establishing a Ministry does not mean eliminating the Commission. Instead, both institutions can work collaboratively. The Ministry can focus on policy formulation, strategic planning, and budget allocation at the executive level, while the Commission can concentrate on implementation, monitoring compliance, advocacy, and enforcement of disability rights laws.
Through this partnership, the Ministry will provide stronger political representation, the Commission will ensure professional and technical implementation, disability issues will receive better funding and accountability, and inclusion policies will be more effectively enforced. This is about strengthening the system, not duplicating it. Persons with disabilities deserve a framework that is powerful, independent, and sustainable.
If properly implemented, the creation of a Ministry for People with Special Needs, as advocated by Senator Wadadda in his governorship aspiration, will mark a historic advancement for Nasarawa State and demonstrate true commitment to inclusion and equal opportunity for all.
