A High Court sitting in Delta State has issued an ex parte order restraining the Inspector General of Police and the Nigeria Police Force from proceeding with the nationwide enforcement of the tinted glass permit policy.
The ruling was delivered on Wednesday, December 17, 2025, by Justice Joe Egwu. The court further directed the police to refrain from harassing, arresting, detaining or extorting motorists and other citizens over the policy.
According to the order, the injunction will remain in effect pending the hearing and determination of the substantive suit before the court.
The action followed a lawsuit filed by a Delta State resident, Mr. Israel Joe, who challenged the planned resumption of the policy. He was represented by a legal team led by Senior Advocate of Nigeria, Kunle Edun.
The court’s decision effectively halts the Nigeria Police Force’s earlier announcement to resume enforcement of the tinted glass permit policy on January 2, 2026.
The ruling comes against the backdrop of widespread public complaints over alleged abuse and extortion by law enforcement officers during previous enforcement exercises. The matter is expected to return to court for further hearing.
