From the Bar to the Bench of Public Service: Philemon Audu Daffi, SAN ‎

By Cliff Stanley

‎‎The elevation of Philemon Audu Daffi, Esq, SAN, Attorney-General and Commissioner for Justice of Plateau State, to the rank of Senior Advocate of Nigeria is more than a personal triumph. It is a public affirmation that law, when practiced with competence, conscience and courage, remains one of society’s most dependable instruments for human dignity, institutional order and democratic renewal.

‎‎Daffi was among 68 legal practitioners formally sworn in by the Chief Justice of Nigeria, Justice Kudirat Kekere-Ekun, at the commencement of the 2026/2027 Legal Year. The Legal Practitioners’ Privileges Committee had approved the elevations at its 174th plenary session, recognising 67 advocates and one academic for exceptional distinction.

‎‎A Career Built on Discipline

‎Daffi’s journey to the inner Bar reflects more than three decades of sustained professional labour. Called to the Nigerian Bar on 12 December 1990, after earning his LL.B from Ahmadu Bello University, Zaria, and completing legal training at the Nigerian Law School, he founded Peace Attorneys in 1991 following his National Youth Service.

‎His expertise spans constitutional law, taxation, election petitions, criminal and civil litigation, land law and legislative drafting. He also holds a Master’s degree in Legislative Drafting from the Nigerian Institute of Advanced Legal Studies, and has distinguished himself as a chartered mediator, negotiator and ICT practitioner.

‎‎These credentials matter because the SAN rank is not conferred for popularity, political proximity or longevity alone. It is Nigeria’s highest professional distinction for legal practitioners, reserved for those who have demonstrated exceptional ability, integrity and service to the profession.

‎Justice as Public Stewardship

‎Since his appointment as Plateau State’s chief law officer in 2023, Daffi has moved beyond the conventional image of an Attorney-General as a legal technician for government. His tenure has been marked by an effort to make the justice sector more accessible, transparent and responsive to ordinary citizens.

‎Among the reforms associated with his leadership are the establishment of the Office of the Public Defender to assist indigent citizens, the creation of an electronic law library for Ministry of Justice staff, and a broader modernisation of the state’s legal framework. His ministry has also been linked to legislative reforms including the Plateau State Law Reform Commission Law, the Citizens Mediation Centre Law, the Electricity Market Law and the Energy Corporation Law.

‎These initiatives reveal an important truth: justice is not merely dispensed in courtrooms. It is built through laws that are intelligible, institutions that are functional, and public offices that treat the vulnerable citizen as deserving of protection rather than pity.

‎‎A Public Theology of Law

‎From a public theology perspective, Daffi’s elevation invites a deeper reflection on law as a moral vocation. Public theology insists that political authority and professional expertise must be judged not only by efficiency, but by their capacity to advance justice, protect the weak and serve the common good.

‎‎The Senior Advocate’s own words capture this conviction: “God raises people for specific purposes. My elevation should translate into practical efforts to address the challenges confronting the justice sector and improve the lives of the people.” That statement reframes professional success as stewardship. A title is not an end; it is a trust.

‎‎In this sense, the SAN silk is not simply a badge of courtroom mastery. It is a visible reminder that the law should stand between power and powerlessness, between impunity and accountability, and between despair and hope. For a state such as Plateau, which continues to confront complex security, governance and social-cohesion challenges, the moral weight of legal leadership is especially profound.

‎‎Daffi has himself articulated this balance in the security context, noting that effective security governance must reconcile public safety with the protection of fundamental rights and freedoms. That position reflects a mature constitutional imagination: the state must protect life, but it must do so within the discipline of law.

‎‎The Meaning of the Silk

‎The rank of Senior Advocate of Nigeria carries prestige, but prestige without service becomes vanity. Daffi’s new status should therefore be understood as an expanded mandate: to defend constitutionalism, strengthen institutions, mentor younger lawyers and ensure that justice is not a privilege reserved for the influential.

‎‎His professional formation offers a compelling model. He has moved from private practice into public service, from litigation into law reform, and from personal achievement into institutional responsibility. That trajectory demonstrates that the highest calling of a lawyer is not merely to win cases, but to help build a society in which rights are real, laws are humane and public power remains accountable.

‎A Charge to Plateau’s Legal Community

‎Daffi’s elevation should also awaken ambition across Plateau’s legal community. The state has produced distinguished jurists and advocates, and each new SAN broadens the horizon of possibility for young lawyers. Excellence is not an accident of privilege; it is the fruit of discipline, ethical seriousness, intellectual depth and persistent service.

‎‎Young lawyers should learn from Daffi’s example that the law rewards preparation, but society rewards those who use professional excellence for public good. The true measure of a Senior Advocate is not found only in the silk gown, the courtroom victories or the honorific title. It is found in the lives protected, the institutions strengthened and the justice delivered.

‎‎Philemon Audu Daffi’s elevation is therefore a celebration of one man’s achievement but it is also a challenge to Nigerian legal practice: let professional distinction become public transformation.
