New JAMB Registrar Unveils Five-year Plan, Outlines Seven Tech-driven Reforms

Segun Aina, the new registrar of the Joint Admissions and Matriculation Board (JAMB), has unveiled a five-year development agenda aimed at improving the board’s efficiency through 2031.

The 40-year-old professor of computer engineering assumed office on Monday, succeeding Ishaq Oloyede, the immediate former JAMB registrar, whose two-term tenure of 10 years ended on Friday.

On May 21, President Bola Tinubu appointed Aina, then 39, as JAMB’s substantive registrar, making him the youngest person to hold the position.

In a statement announcing the appointment, Bayo Onanuga, special adviser to the president on information and strategy, described Aina as “a distinguished academic and systems expert with extensive experience in national examination systems, digital infrastructure, and public-sector institutional reform”.

During Oloyede’s handover ceremony on Friday, Aina pledged to deploy every legal instrument available to protect the integrity of the board.

According to a statement issued on Monday by Fabian Benjamin, JAMB spokesperson, the new registrar unveiled his five-year reform plan titled “JAMB 2031: Building trust, reducing trauma”.

Aina said the agenda is designed to consolidate JAMB’s “remarkable achievements while positioning it as Africa’s most trusted, innovative and accessible assessment and admissions institution”.

He pledged to build on the foundation laid by Oloyede through innovation, stronger institutional systems and a renewed commitment to excellent service delivery.

The registrar said the 2026-2031 development agenda is built around what he described as “Project 2:5:7”, comprising two strategic objectives, five enduring pillars and seven flagship initiatives aimed at transforming JAMB into a globally respected institution driven by technology, integrity and stakeholder confidence.

“The agenda is anchored on JAMB’s statutory mandate of providing fair, credible, secure and equitable access to tertiary education through transparent registration, credible assessments and merit-based placement of qualified candidates,” the statement reads.

Aina said the agenda would be implemented through five pillars, comprising integrity, service, governance, technology and partnership.

“The first pillar, integrity — the foundation, places emphasis on strengthening institutional credibility through internationally recognised standards such as ISO 27001 certification, independent technology reviews and verifiable systems that guarantee transparency, accountability and public trust,” he said.

He added that while the board would prioritise responsive service delivery through proactive engagement to improve customer experience, it would also strengthen institutional governance through enhanced performance monitoring, efficient contract management, operational resilience and improved internal accountability to ensure programmes are delivered on schedule and in line with established standards.

He said JAMB would expand its in-house technology infrastructure by deploying scalable digital platforms to improve decision-making and service delivery, while deepening engagement with financial institutions across all categories.

According to him, the seven flagship initiatives include “a comprehensive independent technology review of JAMB’s infrastructure; attainment of ISO 27001 information security certification; development of a unified JAMB Mobile App; strategic communication and brand repositioning; establishment of a unified customer service platform; implementation of a paperless enterprise-wide digital administration system; and enhanced staff welfare and capacity development”.

The registrar stressed that while technology would remain at the heart of JAMB’s transformation, people would remain its greatest asset.

He called on members of staff to embrace innovation, professionalism and teamwork, noting that institutions become great when their people are united by shared values and a common purpose.

Aina reaffirmed his commitment to building stronger systems that will outlive individuals, deepen public trust and position JAMB as a global benchmark in technology-driven examination and admissions administration.
