In a renewed push to consolidate a long-standing institutional alliance, the National Open University of Nigeria (NOUN) and the Nigerian Army have resolved to scale up collaboration, with a focus on expanding access to higher education for military personnel and responding to emerging operational and intellectual demands.
The commitment was reaffirmed on Tuesday in Abuja when the Vice-Chancellor of NOUN, Prof. Uduma Oji Uduma, led a delegation of the university’s management team on a courtesy visit to the Chief of Army Staff, Lt. General W. Shaibu, at Army Headquarters.
At the heart of the discussions was a shared resolve to broaden the scope of the partnership through the establishment of additional special study centres and enhanced academic collaboration with the Nigerian Army University, Biu. The initiative, according to both parties, is aimed at strengthening capacity development within the ranks while aligning military training with contemporary academic standards.
Prof. Uduma, in his remarks, underscored the growing relevance of Open and Distance Learning (ODL) in Nigeria’s educational ecosystem, noting that NOUN’s resilience during the COVID-19 shutdown of 2020 had firmly positioned it as a critical national asset.
Tracing the roots of the collaboration, he recalled that the partnership dates back to 2006 with the establishment of the Special Study Centre in Sobi, Kwara State. The centre, he disclosed, has since facilitated the enrolment of over 700 army personnel, while more than 2,000 officers and men have graduated from NOUN across the country.
The Vice-Chancellor, however, drew attention to the urgent need to revitalise the Sobi centre, citing deteriorating infrastructure and obsolete ICT facilities as impediments to optimal performance. He called for strategic intervention by the Army Headquarters to upgrade the facility in line with evolving technological demands.
Responding, Lt. General Shaibu commended the NOUN leadership and described the university as a “revolutionary approach” to education delivery in Nigeria, whose success, he noted, is beyond dispute. He, however, emphasised the importance of tracking the post-graduation impact of beneficiaries, suggesting that measurable outcomes should guide future investments in the partnership.
On infrastructure renewal, the Army Chief directed the Chief of Policy and Plans to liaise with the Corps Commander, Education, to facilitate the expansion of the Sobi centre and advance collaboration with the Nigerian Army University, Biu.
He further revealed that the Army is particularly keen on deepening academic engagement in specialised fields such as intelligence analysis and cybersecurity, reflecting the shifting contours of global security challenges.
In a forward-looking gesture, Shaibu disclosed that several senior officers have expressed interest in establishing NOUN Community Study Centres in their respective localities, in line with the military’s broader policy of community engagement and social investment.
The meeting was attended by senior officers of the Army Headquarters, while the NOUN delegation included Deputy Vice-Chancellors, Prof. Shehu Adamu and Prof. Christine Ofulue; the Registrar, Mr. Oladipo Ajayi; the Bursar, Mallam Nasiru Marafa; the Librarian, Prof. Angela Okpala; and other key officials.
The evolving partnership, observers note, represents a pragmatic intersection of academia and national security—one that seeks not only to educate, but to equip.
