The West African Tax Administration Forum (WATAF) and ECOWAS Parliament joined forces on Saturday, December 9, 2023, to host a crucial workshop on emerging global tax issues and the challenges of mobilizing domestic revenue for development in West Africa. The workshop, with a particular focus on the new global tax rules, brought together tax authorities, parliamentarians, and stakeholders from across the region to engage in vital discussions and collaboration.
Mr. Zaach Ayorinde, Executive Chairman of the Federal Inland Revenue Service (FIRS), represented by his Technical Assistance, Olufemi Olarinde, delivered opening remarks, highlighted the importance of international cooperation in addressing global tax challenges. He emphasized the need for African countries to actively participate in shaping future tax rules and advocate for policies that promote sustainable development.
“This workshop comes at a critical juncture,” Mr. Ayorinde stated. “With significant developments in the global tax landscape, including the OECD discussions and the UN’s recent resolution on an intergovernmental body for tax matters, it’s vital that African voices are heard and represented.”

He commended the ECOWAS Parliament for its crucial role in advocating for West African interests and urged regional collaboration to ensure effective communication and address shared concerns in global tax discussions.
“Our experience at the OECD and UN has shown the need for greater inclusion,” Mr. Ayorinde noted. “We must push for fair and equitable tax policies that support sustainable development across the region.”
The workshop featured expert presentations and interactive discussions on various aspects of global taxation, including the new rules’ implications for West Africa. Participants shared their experiences and insights on tax administration and mobilizing domestic revenue.
A central theme throughout the workshop was the importance of a more transparent, fair, and efficient tax system for fostering sustainable development in West Africa. Mr. Ayorinde highlighted the role of the African Tax Administration Forum (ATAF) and its ASAP model in achieving this goal.
“By supporting and promoting the ASAP model, ECOWAS Parliamentarians can contribute to creating a tax system that benefits the West African region,” Mr. Ayorinde said.
The workshop marked a significant step forward in addressing the complex challenges of global taxation and mobilizing domestic revenue for development in West Africa. Through continued collaboration and strong regional representation, West African countries can ensure their voices are heard in shaping a fair and equitable global tax landscape.
